Our work

Our work with state telecommunications programs

Examples of two engagements built around consumer perspectives.

Louisiana

Louisiana Relay Administration Board

Assessed the board's structure and operations, interviewed other states about what works and what does not, and delivered a clear vision with a four-part organizational development agenda. The work led to the board's first executive director search.

What we brought

Organizational assessmentMulti-state analysisState interviewsStrategic recommendationsStrategic supportCommunity communication
The situation

A statewide telecommunications program positioning itself for a changing landscape, with a focus on statutory authority, financial independence, and partnerships.

What we did

Led a strategic assessment built on community survey data, interviews, and a comparison of other states, with attention to AI-powered captioning. Our advisory work continued in later projects.

Recommendations

Consumers at the table

Give consumers with lived experience roles in decision-making.

Emergencies come first

Emergency communication led the priorities consumers named.

Technology that fits daily life

Modernize based on how consumers actually communicate.

Ongoing input

Keep a known, accessible presence and check back with the community regularly.

Nevada

Nevada Communication Access Services

Set out to build a multi-year plan shaped directly by the community, and delivered one shared vision for Nevada. Held focus groups and eleven interviews with community members, then supported a Strategic Planning Committee that set the vision and priorities.

The situation

A statewide communication access program planning its strategic priorities with direct community input across urban, rural, and frontier areas.

What we did

Met with more than 50 community members in Las Vegas, Reno, and Elko, in person and online. Held five focus groups and eleven interviews, then supported a Strategic Planning Committee that set a vision and five priorities, each with targets and deadlines.

Five priorities

Clear information access

Easy-to-find information in ASL, English, or the language or format that works for each person.

Service to all of Nevada

Northern, rural, and frontier communities get the same quality of services as Las Vegas.

Equitable access

Services that fit the language and culture of unserved and underserved communities.

Language from birth

Language access for every Deaf, DeafBlind, and Hard of Hearing child, with early support for families.

A stronger workforce

Growing Nevada's own interpreters, Deaf interpreters, DeafBlind support providers, and teachers of the Deaf.

How we work

Stronger programs shaped by your community

Plans fall short when the people they serve were never asked. We build yours with consumers from day one, so your leadership, commission, and legislators can see whose voices shaped it.

Listen

Direct input from your constituents, backed by data, on what they need.

Plan together

Leaders aligned on shared priorities, with clear goals, targets, and deadlines.

You own the outcome

A program you can stand behind and share with government.
