For the first time in its history, the Louisiana Relay Administration Board (Louisiana RAB) is hiring an Executive Director. Innivee Strategies is leading the search.
About Louisiana RAB
The Louisiana Public Service Commission established RAB in 1992 to oversee telecommunications relay services in the state, building on Louisiana’s first statewide relay program, created in 1988. For more than 30 years, RAB has made sure Deaf, DeafBlind, and Hard of Hearing Louisianians, and people with speech differences, can call family, reach a doctor, and connect with public and private services. RAB also awards grants to Louisiana organizations serving these communities.
A volunteer board has carried all of this work. Hiring a first Executive Director means RAB is ready to become a professionally staffed organization, with a leader focused on this work every day.
Why now
Communication access is changing fast. Older phone networks are being retired, and the FCC is updating its rules. The next Executive Director will lead Louisiana through that shift, building on relay services to include broader technology access, community-driven innovation, and strategic grantmaking. In a state that faces hurricanes and flooding, accessible emergency communication is a matter of life safety.
Who RAB is looking for
- A community-grounded advocate. Culturally fluent and connected to Louisiana’s Deaf, DeafBlind, Hard of Hearing, and Deaf Plus communities and people with speech differences. Present across the state, including rural parishes and northern Louisiana. Sees communication access as a civil rights issue. Ideally a fluent ASL user with lived experience.
- An inaugural builder and board partner. Able to create the policies, systems, and partnerships of a new organization from the ground up, while respecting the line between board governance and staff leadership and honoring the volunteers who built RAB.
- A telecom policy expert and fiscal leader. Fluent in FCC and Public Service Commission matters, relay contract oversight, budgets, and grantmaking that builds lasting, Deaf-led infrastructure across Louisiana.
- An emergency access champion and innovator. Ready to build accessible emergency communication with state and parish agencies, and to move Louisiana from legacy equipment toward modern technology, guided by what the community knows works.
The role
The Executive Director will be RAB’s first staff member, reporting to the full board. Decisions made in year one will shape RAB for the next generation.
